Shallon Atuhaire Mugabe is the founder of the Franklyn Institute of Leadership and Public Management a not-for-profit organisation with a mission to nurture competent and selfless leaders in the public sector through training, coaching and mentorship. She runs the Public Management and Leadership (PML) fellowship program in collaboration with the US Embassy and the Syracuse University with an impact of over 450 alumni, over 10,000 students and many professionals in various organisations.
